My hair is short frizzy and poofy howe can i get it to grow longer and faster my hair is shoulder length?

my hair is really short and frizzy and poofy how can i get it to grow fast enough until november of 2010?i straighten it,curl it, and braid it but it somehow gets frizzy at the top. i tried using herbal escense the one that is called hello hydration, it works great but i want to make my hair really look nice and i have bought so many expensive products that have cost me up to more than 40 dollars and they dont seem to work, i need lots of help!!!!
